Dharna, strikes prohibited near Raj Bhawan

ITANAGAR, Dec 21: Capital Complex, Itanagar, Deputy Commissioner-cum-District Magistrate, Mige Kamki under 144 Cr. P.C has prohibited dharna, strike, unlawful assembly which may disturb peace and tranquility around 100 mtrs radius of the Raj Bhawan area.

The order has come in apprehension of breach of peace and tranquility around the Raj Bhawan Complex due to Dharna and processions.

Further, the order has directed that parking of private vehicles along the road within 100 mtrs in front of Raj Bhawan main gate and Raj Bhawan Helipad gate during night is prohibited.

 

High court on vacation

ITANAGAR, Dec 21: The Itanagar Parmanent Bench of the Gauhtai High Court will remain closed from December 24 to 31 next on account of winter vacation and Christmas holidays. However, the office of the Itanagar bench will function as usual on December 28 and 29 next.

ITANAGAR, Dec 21: Zilla Parishad Member (ZPM) of 3 – Ningroo Zilla Parishad Chau Kaysing Munglang has been elected unopposed as the ZPM Chairperson of Namsai Zilla Parishad today, according to an official release.

 

Siang Sabji Mandi open at Pasighat

PASIGHAT, Dec 21: The Siang Sabji Mandi was formally inaugurated by East Siang Deputy Commissioner Isha Khosla on Sunday at APMC Wholesale Market Yard, near IGJ Govt. HS School, Pasighat.

Speaking during the occasion, Khosla informed that local growers/sellers were occupying demarcated parking places in market area and also highway roadsides for a longtime. The areas had heaps of garbage, rotten fruits and vegetables thrown by vendors and was a major traffic hurdle causing inconvenience to the public.

Administration was familiar with the situation and finally had to spare alternative place to open a separate vegetable market to tackle the situation, she added. The DC also instructed the agriculture department to keep eyes open to maintain cleanliness in the Mandi area.

The Mandi has been built over an area of one hectare with 100 MT capacity godown, grading laboratory, pay toilet, two auction platforms, two drying yards, five vermin composite pits, cattle trap approach and computerized digital weighing machine facilities.

Swachh Bharat Abhiyan at Jigaon

ITANAGAR, Dec 21: A cleanliness drive under Swachh Bharat Abhiyaan was organized by Zgang Depga, an NGO, at Jigaon under West Kameng on Sunday.

Personnel from GREF, members of Deep Jyoti Gorkha Sangha, women, youths, students and PRI members of Jigaon took part in the cleanliness drive enthusiastically.

Sang Khandu Thungon, Senior Medical Officer of CHC Rupa eloquently spoke on the importance of maintaining good health/hygiene and sanitation practices.

While pledging to make Jigaon one of the cleanest and the greenest villages of Arunachal Pradesh, the NGO also decided to plant 500 saplings during June next year.

Dawa Tsering Thongdok, former Block Chairman, Rupa Anchal  Samiti, assured the NGO for sponsorship of iron-fence for 100 plants.

 

PHED engineers violate RTI Act

RUKSIN, Dec 21: The engineers of Public Health Engineering & Water Supply Division (PHED&WS), Pasighat are accused of not responding to RTI applications filed by the people of the district.

Gram Panchayat member of Debing village, Orik Moyong has alleged that the RTI filed at PHED Executive Engineer on August 3 seeking information about the construction work of ongoing Water Supply Project (under NRDWP) at Debing village is yet to be furnished. The EE has not responded to the application. The applicant subsequently made first appeal to the Superintending Engineer (SE), Aalo seeking his intervention in the matter. However, he has not received any communication from the appellate authority even after the stipulated period of 45 days.

Aggrieved Moyong is moving the Arunachal Pradesh Information Commission, Itanagar against the case of RTI Act violations by the PHED officials. The local people have alleged of irregularities in the execution of the water supply project. The district administration, following public complaint, has ordered an official inquiry into the alleged irregularities.

 

First MLA felicitated

ITANAGAR, Dec 21: The first MLA of 20th Tali Assembly Constituency Zara Tata Sorang was felicitated among others during the first foundation day celebration of Sorang Welfare Society (SWS) at Nyikum Niya Hall, Nirjuli on December 17 last.

The society also felicitated Sorang Yumi, an international level archer, who brought many laurels for the state.

ITANAGAR, Dec 21: Conglomeration of 14 organizations has sought intervention of the Governor for immediate setting up of the new majority government.

In a release, they demanded that both the chief minister and the speaker should resign from their posts saying that they were impeached during the assembly session held recently.

The organizations further appealed the Nyishi Elite Society (NES) and ANSU not to drag the name of the community in the current political situation and termed the proposed rally by ANSU on December 22 as step to destabilize the unity and oneness of the state in the name of a particular community.

 

Awareness programme on medicinal & aromatic plants

ITANAGAR, Dec 21: CSIR-NEIST branch Itanagar organized an awareness programme on conservation, cultivation and processing of different medicinal and aromatic plants at SIB Colony, Naharlagun.

Dr. Budhen C. Baruah, senior technical officer, NEIST branch elaborated the need of conservation of different indigenous medicinal and aromatic plants available in the state, their commercial cultivation towards sustainable socio-economic development. He also spoke about the potentiality of different commercially viable medicinal and aromatic plants such as Citronella, Lemongrass, Patchouli, Mentha, Palmarosa etc. in the state.

Dr. Baruah specially gave emphasis on organized cultivation of BLI-ARUN stain of lemongrass, an improved variety developed at NEIST Branch Itanagar. He also highlighted the significance of BLI-ARUN strain of lemongrass for rural development. He requested each and every participant to establish at least a small herbal medicinal nursery for conservation purpose of different medicinal and aromatic plants along with their kitchen garden.

Dr. Chandan Tamuly, Scientist In-charge, NEIST branch, who was also present in the programme, assured the participants to provide saplings of different medicinal and aromatic plants that already available in NEIST nursery.

BJP distances itself from Cong infighting,

blames AICC for political turmoil

ITANAGAR, Dec 21: The State Bharatiya Janata Party (BJP) today said that it has nothing to do with current political crisis or dissidence among the Congress legislators.  

Distancing itself from the Congress infighting, State BJP president Tai Tagak said that accusing the BJP of meddling in Congress infighting is nothing but a systematic conspiracy hatched by All India Congress Committee (AICC) with an ulterior motive to malign the BJP and Prime Minister Modi’s image.

Denying the  allegation of orchestrating the political situation and meddling into Congress’s internal affairs in Arunachal Pradesh, Tagak further blamed the AICC for failing to contain rebellion within the party and claimed that the Congress high-command has systematically planned to let the situation spiral out of control so that the BJP can be blamed. The  BJP president was  addressing the media persons at Press Club here this afternoon.

Tagak's reaction came after the  Party was accused of  facilitating the dissident Congress leaders to unseat Chief Minister Nabam Tuki.

“There was a vertical division within Congress MLAs, just before the Legislative Assembly so it is illogical to blame BJP” the state BJP chief said.

Tagak further said that Chief Minister Nabam Tuki should step down on moral ground as his government has been reduced to minority. The BJP categorically termed the political crisis as Congress versus Congress rather than BJP versus Congress.  Former Member of Parliament Tapir Gao in his address expressed concern over present state of affairs saying that  political crisis brings development to a grinding halt. “BJP is concerned about people of Arunachal, its safety and development” Gao added.

 

 

APC, APUWJ, AEMA take note of militant threat to editor

ITANAGAR, Dec 21: The Arunachal media fraternity represented by Arunachal Press Club (APC), Arunachal Pradesh Union of Working Journalist (APUWJ) and Arunachal Electronic Media Association (AEMA) have taken serious exception to the threat by a militant outfit to an Imphal-based editor of a television channel and supported the agitating Manipur journalists.

Equating the threat to an action to demoralise the scribes, APC president Chopa Cheda condemned it as inhuman and unacceptable.

"The civil society should rise to the occasion to guard the media institution in the larger interest of the society," he said.

A newly floated militant group, KCP-MJC, had been threatening the editor for not providing space for its press statements.

Lately the outfit planted a bomb at the residence of Yumnam Rupachandra, editor of Impact Television, a local cable news channel.

The editor was also threatened by the outfit through a telephone call recently for not using their press statements.

Media persons under the banner of All Manipur Working Journalists' Union and Editors' Guild Manipur held an emergency meeting at Manipur Press Club and unanimously resolved many decisions including submission of a memorandum to the state government demanding adequate security protection to the scribes.  Expressing their angers against the diktat, Imphal-based newspapers decided to publish blank editorial columns on Wednesday last.

They also observed a pen-down strike, sit-in protest and carried out a silent rally in Imphal demanding actions against the militants same day resulting no publication of newspapers on December 17 last.

The local cable news bulletins were also taken off the air for a year.

 

 

Bamboosa Library demolished, NGOs condemn act

ITANAGAR, Dec 21: The Bamboosa Library building at Tezu was demolished by Vivekananda Girijana Kalyana Kendra (VGKK)/Karuna Trust on Nov 20 last claiming to setup an urban PHC.

The forcible demolition took place when only student volunteers were present in the library. Even though the DDSE Tezu personally rushed to the venue on the same evening and ordered immediate stopping of demolition, the VGKK/KT group ignored the advice and went ahead to demolish the entire building and forcibly shifted the books to their premises. It is feared that the library has suffered heavily by this forcible eviction.

The Bamboosa House had been the nerve centre of the Lohit youth library movement since May 2007 and was an EGS centre of DDSE Lohit where the library was functioning.

Earlier today, meeting the members of civil society and library patrons, DC, Lohit, Tamiyo Tatak has assured all support to ensure that Bamboosa Library gets a permanent site. He instructed officers to initiate necessary action immediately.

A host of NGOs representing ViTAES, ASSET Wakro, CALSOM, Tezu,  Emow Katyi Memorial Trust, Roing, Idu Mishmi Govt. Employees Association, Roing and well wishers in large numbers from Lohit, Anjaw, Namsai, Lower Dibang Valley and Itanagar on Sunday have expressed shock and condemnation at the sudden demolition of Bamboosa Library building, Tezu.

A large number of patrons of Lohit youth libraries from all over India have also conveyed their deep shock at the high handed action of the NGO, throwing out of gear a unique library initiative by and for the youth of Lohit valley.

Outlining the origin and growth of Bamboosa library, Co-coordinator Lohit Youth Libraries, S. Mundayoor, pointed out that Bamboosa library is the first and leading People’s Library of Arunachal Pradesh. It came as a gift from AWIC, New Delhi in March 2007 to the children of Lohit, and was received by then Education Minister at Delhi. The Bamboosa library has since then been run by volunteers and activists giving their free time and energy. This has generated great interest in several patterns and media in giving wide publicity to Lohit Youth Movement.

Meanwhile, the Lohit Youth Libraries Network has announced the Bhajan Award 2016 to Etalo Mega for outstanding services to library movement for his many years of service for promotion of reading in Anjaw and Lohit valleys. The Ranganatha Award 2016 for dedicated library maintenance has been given to Vijay Kumar Limbu, teacher Apna Vidya Bhavan, Wakro.

 

 

Alumni donates Rs.10 lakh to Aalo RKM School

AALO, Dec 21: The four-day Golden Jubilee celebration of Rama Krishna Mission School, Aalo by the alumni from December 17 came to a glittering end on Sunday.  

A cheque of Rs. 10 lakh was handed over to the Secretary Rama Krishna Mission School by the former students as token of love and emotional attachment with the Alma Mater amid big applause.

Retired teacher of the school Smti Pegu, senior alumni Dibang Tatak, former minister, Dr. Tejum Padu, Director Higher and Technical Education, Kenjom Ete, Chief Engineer (PWD), Aini Taloh, Dr. Sweta Pegu, Asst. Film and TV Institute within 3 years: Parl. Secy

NAHARLAGUN, Dec 21: Setting up of Film and Television Institute got a further boost when a secretary level team of officers visited the proposed site of the institute at Jollang-Rakap today.

Principal Secretary Home Dharmandra Sharma, Principal Secretary Finance, Satya Gopal accompanied by Secretary IPR, Sonam Chombay and Secretary Industries Shurbir Singh made assessment of the ground for construction of boundary pillar.

Parliamentary Secretary IPR Bamang Felix, who is associated with the project since its announcement, informed that the state-of- art institute is expected to come up within three years. He also briefed the team that people of Jollang-Rakap have donated land measuring 200 acres for establishment of the Film and Television Institute.

A team from Satyajit Ray Film and Television Institute Kolkata had earlier made preliminary survey in September for preparation of Detailed Project Report. Meanwhile, SRFTI has submitted DPR to Ministry of I &B.

Parl. Secretary reviews schemes,

calls for dedicated service

ITANAGAR, Dec 21: Social Justice, Empowerment and Tribal Affairs (SJETA) and WCD parliamentary secretary,  Nikh Kamin has exhorted the officers of both Social Justice & Empowerment and Tribal Affairs (SJETA) and Women & Child Development (WCD)  departments  to work with dedication and sincerity for the welfare of downtrodden people of the state. Kamin was taking stock of the implementation of the Centrally and State Sponsored Schemes under the SJETA and WCD departments in a review meeting at his office chamber here today. He also asked the staffs of both the departments to apprise the Govt of any problem faced by them in performing their duties.

Stating that state Government under the leadership of Chief Minister Nabam Tuki, who is also the in-charge of both the departments, will leave no stone un-turned to elevate the life of poor and  downtrodden people, Kamin, however,  said that suitable proposals must be presented in proper way.

Kamin also lauded the officers for successful implementation of all the welfare schemes.

Earlier, Secretary SJETA and WCD, Talem Tapok highlighted the implementation of the various centrally sponsored schemes under both the departments.

It was informed in the meeting that various schemes under Social Justice & Empowerment and Tribal Affairs  like construction of Girls Hostels and various other umbrella schemes of the tribal affairs ministry, Vanbandhu Kalyan Yojna (VKY),  new scheme  for economic uplift of tribal people, Pre & Post Metric Scholarships for tribal students  and skill development programme for tribal people for employability are being implemented.

Similarly, Multi-Sectoral Development Programme (MsDP) under the ministry of tribal affairs is being implemented by the department of Social Justice & Empowerment and Tribal Affairs in minority concentrated blocks (MCB) of the state. Various infrastructure development programmes are being taken up under MsDP, which is 100 per cent Centrally Sponsored Schemes, it was informed in the meeting.

The Secretary further informed that under the Ministry of Social Justice & Empowerment, there are two separate departments. One is Social Justice & Empowerment department and another is department of Disability. “But for the last few years, the Ministry did not release any grant to the state and the proposals that were forwarded to the ministry were yet to be considered.” He requested the Parliamentary secretary to pursue the matter with the concern ministry and to call for a meeting for re-submission of proposals.

The  meeting also reviewed  various schemes under National Social Assistance Programme (NSAP). These include Indra Gandhi National Old Age Pension Scheme, Indra Gandhi National Widow Pension Scheme, Indra Gandhi National Disability Pension Scheme and National Family Benefit Scheme.

While reviewing the implementation of the Chief Minister’s disability Pension Scheme, it was informed that an amount of Rs. 1000 per month is provided to each differently abled person. During the year 2014-15, 401 disabled persons have been benefited from the Scheme.

Various centrally sponsored schemes of the Department of Women & Child Development  were also reviewed in the meeting.

Govt officials and officers including Taw Tebin, Director, SJETA, R T Riba, Director, WCD, Tokmen Pertin Loye, JD, WCD, N. Ringu, Deputy Director, WCD and Yumlam Kaha, Deputy Director, SJETA attended the meeting.

 

 

AdiSU suspends agitation

ALBRSU for scrapping of the festival greeting issue

ITANAGAR, Dec 21: Responding to Adi Baane Kebang (ABK)’s call, Adi Students’ Union (AdiSU) has temporarily suspended its agitation proposed to be held on Monday against the Governor of Arunachal Pradesh and MoS (Home) Kiren Rijiju on the festival greetings issue.

AdiSU, however, will be compelled to re-launch its agitation in the event of any failure on part of ABK to resolve the issue in its favour within a month, the students’ union stated in a release.

AdiSU has been demanding apology from the Governor and Rijiju for mentioning Libo, Ramo and Bokar in their Podi-Barbi Festival greeting instead of Adi.

The students’ union appealed to all not to equate/associate their agitation with the state’s current political mess as AdiSU has nothing to do with it.

Meanwhile, All Libo Ramo Bokar Students Union (ALBRSU) has appealed AdiSU to withdraw its festival greeting issue for the greater good of the entire Adi community, particularly those living in remote Mechukha sub-division.

“We are well aware of ABK’s ‘One Adi’ concept for the greater unification of the Adis. But, the demand made by AdiSU during the hours of political crisis in the State is not at all appreciable and bring no good to the people of Mechukha, who are still waiting for good road connectivity, tele-communication, electricity, health and education etc.

ALBRSU also stated that it has seen no discretionary intent in the festival greetings of the MoS and the Governor by separately mentioning Libo, Ramo and Bokar community.

“It was the first time since independence that a union minister has visited the remote Monigong during Podi-Barbi celebration this month and took stock of the ground realities,” ALBRSU said. It appealed to the ABK to restrict any other organization of the community to raise the issue of sub-tribe without consent of the Apex body.

RUKSIN, Dec 21: Expressing serious concern on the increasing trend of alcohol consumption among the youths and juveniles in the state, Drug Free Arunachal, an NGO has started its mass awareness campaign in order to make the state free from alcohol and drugs.

DFA’s Nabam Serbang has appealed all sections of the society to make the state free from alcohol and other narcotic substances. Attending a religious meeting at Ruksin recently, Serbang appealed all to work relentlessly to redeem their wayward youths from the bondage of social evils.

It is pertinent to mention that Ruksin area located at Assam-Arunachal boundary here is acquiring notoriety as a den for selling illicit liquor, narcotics and contraband drugs, which is posing a great threat to the future generations. Consumption of alcohol, narcotics and other contraband drugs by the youths is rampant in the area, which is causing a grave concern among the parents.

 

 

Hundreds turn up to take part in Miao job mela

MIAO, Dec 21: Hundreds of youth participated in the job mela organized for the first time by the Changlang District Industries Centre (DIC) and Miao sub-DIC at Miao recently.

Changlang Deputy Commissioner Wayong Khimhun in his inaugural address said the main objective of the mela was to sensitize the youths regarding job opportunities or self-employment after well equipped by the training being provided by the VTPs on various trades. The job mela is targeted specially for school and college dropouts and those have minimum educational qualifications upto class VIII standards, he said while informing that all cost including traveling charge, lodging,  boarding and training fees shall be borne by the state government.

He further said that in today's competitive world we got to look beyond Govt job and think outside the box. In addition to skill development he expressed optimism that such training will instill a sense of confidence in the unemployed youths.

The DC, however, expressed skeptical over presence of only 9 Vocational Training Providers (VTPs) out of 42 that signed MoA with the state government. Such poor response of VTPs is not a good sign,  he  added. Pointing out  the complaints from trainees regarding facilities provided during the  training  as well the  quality of the training, DC urged the VTPs to ensure that  the trainees are not deprived of basic facilities during  training period.

ITANAGAR, Dec 21: Arunachal Pradesh will participate in the ensuing 77th Cadet & Sub-Junior National Table Tennis Championship-2015 scheduled to be held from December 24 to 29 at Kolkata.

Table Tennis Arunachal has selected 10-member team, including two officials for the championship. The team will be competing in Cadet and Sub-Juniors Boys Singles, Doubles and Team Event and Sub-Junior Girls Singles.

Gouridas Oinam and Huidrom Tombisana are the manager and coach of the team

The team is leaving here for Kolkata today evening.

Stop blame game

The war of words between Governor JP Rajkhowa and council of ministers is heating up with each passing days. Days after a video clip of education minister heckling Governor surfaced, the minister hit back and alleged that he was provoked by the Governor. Education Minister Tapang Taloh yesterday challenged the Governor to come out with original tape. He alleged that footage outsourced to media was an edited version and has been released by Governor with intention to malign his image and that of others who were in the meeting. This verbal spat between ministers of ruling government and Governor is getting ugly. Both the sides is busy throwing allegation at each other and do not seem bothered about the development of state.

 Before things get nastier both the sides need to exercise restraint and stop this blame game. Ministers should concentrate in performing their duty as long as they occupy the seat. This is the peak working season in the state. Ministers should be constantly monitoring the progress of work in their respective department. Governor also needs to give up confrontational attitude. He should respect the laid down constitutional provisions and function accordingly.   His actions in the last few days have been strongly criticized by Guwahati High court. The court even termed him as non-neutral Governor. It's too early to pronounce him guilty but court's observation has definitely hurt the image of Rajkhowa and Raj Bhawan at large. Both Governor and state government should understand that people are closely observing their activities and do not approve their carefree attitude towards welfare of the citizen. Its better they start performing their duties before people start massive movement against them.

For rule of law, democracy

& social harmony

Dear Editor,

Social Disorderliness & Lawlessness in the name of protest should also have a limit but it is going limitless just for cheap political and financial interest of few sans developmental interest and social harmony of the whole people of state;

CBOs and Students Unions are not empowered by the Constitution and Law to persistently indulge in political, unconstitutional and unlawful activities of taking law unto their hand and infuse social turmoil in any place in a democratic state, and such instances of rampant and repeated activities deserve to be stringently dealt with to enforce rule of law;

To reform and mould such CBOs and Students Unions and members from further degrading and demeaning their dignity and existence towards lawful, noble and social welfare activities;

Lawful cleansing of the alleged criminalities and irregularities in the governance and management of common public resources warrants that, the state should be put under President’s Rule for atleast 6 months to enable the prosecuting authorities to prosecute the alleged people  who may be stubborn to cling onto power by hook or crook just to stop the prosecution against them;

To enable filtration and emergence of leaders with progressive visions of holistic development and social harmony from the destructive and meshed up state of affairs; To enable concrete transition from these prevailing anarchic mobocracy towards progressive democracy;

I think it’s just cool for the people to demand and aspire for imposition of the President’s Rule in the state for few months to enable smooth transition towards establishment of rule of law and effective governance.

Be responsible

Dear Editor,

Through your esteemed daily, I want to point out some important points. These days, we are pointing our fingers at the Governor for his un-constitutional move but do we really have the facts of what happened on Dec 16 – 17?

Chief Minister and his supporters locked the gate of Legislative Assembly and State Home Minister led the mob to block the NH. Is it the actual meaning of constitutional move? Meaning of constitutional and un-constitutional seems to differ for different category people. If Governor’s move was un-constitutional, then why didn’t they knock the Court’s door instead of waiting for Dec 16?

Now ANSU is going for 12 hours Capital bandh on 28th Dec. don’t they think they are disobeying Supreme Court order?

My heartiest request to NES, ANSU and other organizations is that don’t brain wash the minds of young generations. Don’t play with their career, don’t drag them into dirty politics, let them concentrate in their exams. Bandh call is not the solution as the case is sub-judies.

Let court handle the case. Because of bandh calls, our local farmers will suffer as they will be unable to sell the local vegetables. Just because of political instability people of capital complex is bound to accept the poor quality of road maintenance. State education scenario is very poor since the last few years and there is lack of teachers but our Education minister is concentrating on saving his chair without taking the responsibility of improvement in education sector.

I request that kindly leaders take the responsibility of common people and make the state peaceful and corruption free.

Strikes, on common parlance, are taken up as a last option to meet one’s desired demands, to be precise-against the government or any other responsibilities overlooked by the government. But here the story is other way around. This time strike has been called to favour the present dispensation. It is matter of surprise that how can a statement of leader of dissent party can be used as an excuse to curtail the basic functioning and the daily work of present government, esp when there is no fault of government and when the government is willingly or unwillingly leaving no stone unturned to prove the authenticity of audio clip and using it to gain political mileage.

My tough words should not give a wrong message that I am anti-government. If the authenticity of audio clip where Pul is heard making derogatory remarks about Nyishi tribe is proved, he should be appropriately punished and should be made to feel the heat but in a civilised manner as Arunachal can’t affort another “Pradeep Thakur episode” at this crucial juncture.

Although the launch of massive protest rally on December 22 in this context is a welcome step as it is best way to profess one’s grievances, unlike strike which not only accounts for untold agony of common public but also it negatively affects our economy.

However among all, the worst sufferers are poor vegetable and meat sellers who meet their daily needs by selling fresh vegetables and meat. These vendors do not care whether the CM is Pul or Tuki as this political fight is too big, too complicated for them to comprehend, but what matters for them is their sustenance. Same notion, today, is held by people from different quarters as installation of Pul as CM would just a new wine in the old bottle.

On second thought, will our Home minister strictly implement Arunachal Pradesh Unlawful Activities (Prevention) act to prevent this strike?
